Ninjutsu die roll modifiers ?

Hi all, I'm seeing the table for Ninjutsu movement entre and there is a zero (0) listed in. However, I can't find any modifier forma the die roll. Is it a typo ?

They are on the Sequence of Play Aid Chart, on the back of the ordnance chart.
