Passing with the AEO in Solo play

Reading through the SOLO rules, it doesn't seem to clearly explain the 'passing' method for the AEO. Does the inability for the AEO to conduct any actions on the card currently drawn constitute a 'pass'? Or can the player pass for the AEO? Could someone please clear this up for me? Any help is greatly appreciated.

Bart, so what I'm hearing you say is......for example: the player has initiative on turn one. He passes (that's one pass), he draws a card for the AEO and no actions can be executed (so that would be a second consecutive pass, correct?). The player activates unit(s) and continues play in this manner until there are 3 consecutive passes between himself and the AEO to end the current turn.......is this correct?
