There are (I believe, don't have it in front of me right now) two instances where it states -1 on the TEC and in both cases, it's a typo/mistake. It actually means +1 (you have to "pay" an additional MP for that movement)

I presumed that's what it meant but the various screenshots I've seen of Desert Heat and Stalins Triumph shows the same -1
