Land mines & hidden placement? (21.4)

Module w/ scenario we're settting up: HotN, Assault on Ben Suc

May landmines set up hidden? There is no mention in rule section 21 of hidden set up. No scenario rule mentions mines as hidden or placed in the open.

No hidden placement for mines( and much anything), unless by SSR

Thank you! One would think that, by default, land mines would be hidden.

The original designer was really not a fan of hidden placement.
