Most of the orders call out unique conditions such as (example)(Priority 1) if Shaken -> Dynamic Move away -> Fire
Something like this would dictate that 2 units that are adjacent to a Player Unit where one is shaken and one is not, the shaken unit would be selected over the other. This is because it comes first in the order stream before the fire order (as shaken units cannot fire) If both units were shaken then it should be randomly determined as to which one would execute the order. Or as it states in section 3.2, the player can make a judgement that is in the best interest of the AEO.
